Why is Performance Max not driving sales?
When Performance Max is not driving sales, the cause usually sits in one of four places: conversion tracking is measuring the wrong goal, target ROAS is set above what your margin supports, spend is leaking into branded searches or display, or the product feed is weak. If the campaign is under two weeks old, let it learn first.
How long should a new Performance Max campaign take to work?
Google recommends allowing 7-14 days for campaigns on automated bidding to ramp up, and suggests waiting 1-2 weeks before judging a new Performance Max campaign. Ad review alone can take 24-48 hours. Calling a campaign broken two days after launch is premature.
The real damage happens during that waiting period. Changing target ROAS every other day, adding asset groups, halving the budget: every major edit partly resets the system. In account audits we keep seeing the same picture. The campaign never learns because nobody gives it two quiet weeks.
There is one exception. If you have zero impressions after three business days, stop waiting. That is a setup problem, not a learning problem, and you should go straight to diagnosis.
A timing note for Q4: if you plan a new Performance Max campaign for Black Friday and Cyber Monday, launch it by mid-October. Letting it learn during sale week means paying the year's most expensive clicks for experiments.
Is conversion tracking measuring the right goal?
Performance Max learns what to optimize for from your conversion goal. If the goal is wrong, the campaign works perfectly and grows the wrong thing.
Start with the Conversions screen under Goals. These are the three problems we run into most:
- "Add to cart" or "Begin checkout" is set as a primary conversion. The campaign collects cheap add-to-carts and the revenue never shows up.
- Purchases are counted twice, for example the Google tag and an imported GA4 purchase are both primary. The dashboard shows a ROAS of 8 while your books show 4.
- Purchase value is missing, or sent inconsistently with and without tax and shipping.
Google's help center points out a detail many advertisers miss: without a primary conversion goal such as Purchase attached, a Performance Max campaign does not even enter review. If your assets sit in "Under review" for days, check this first.
Is your target ROAS too high for your margin?
Set target ROAS beyond what the campaign can reach and Performance Max skips most auctions and stops spending. That is the most common reason behind "it's not spending and not selling."
Example: your average order is ₺1,200 and your gross margin is 40%, so break-even ROAS is 2.5 (1 / 0.40). If the campaign delivered 3.2 over the last 30 days and you set the target to 600%, you are asking for efficiency it has never seen, and impressions dry up. A healthier path is to start close to actual ROAS, then raise it in 10-20% steps every one to two weeks once volume is stable.
The opposite also hurts. With no target at all, "maximize conversion value" spends the full budget but can overpay for each sale. In low-margin categories that means revenue grows while profit shrinks.
Is Performance Max just capturing your brand traffic?
If the dashboard ROAS looks great but total store sales do not move, Performance Max is probably collecting customers who were coming anyway: people searching for your brand name. Most of them would have clicked your organic result and bought without an ad.
Check the search term categories under the campaign's Insights tab. If your brand name and its misspellings top the list, you have two options. You can add a brand exclusion list; according to Google, in Performance Max this applies to Search and Shopping inventory, with an option to still let Shopping ads appear on excluded brand searches. Or you can move brand searches into a separate, low-budget Search campaign. We usually prefer the second, because without separating brand from non-brand you cannot measure what Performance Max actually adds.
A note for Turkish stores: search terms often include patterns like "product name trendyol", "hepsiburada", "second hand" or "how to". None of these carry purchase intent for your own site. Performance Max now supports campaign-level negative keywords, so add them there. Negatives only apply to Search and Shopping inventory; they do not affect YouTube or display.
Is your budget big enough for Performance Max?
A small budget will not stop sales on its own, but it slows learning badly. Google notes that ads may show less often on a low budget, and that daily spend can reach up to twice your average daily budget while never exceeding your monthly charging limit.
Example: if your target cost per order is ₺300 and your daily budget is also ₺300, the campaign can see one sale a day at best. At that pace learning takes weeks. If you cannot raise the budget, consolidate into one Performance Max campaign instead of splitting the same money across three. With thin data, all three starve.
Are your product feed and assets strong enough?
For ecommerce, most Performance Max spend goes to ads built on product data. Weak titles, wrong categories or disapproved products in Merchant Center mean the campaign cannot find the right product to show, no matter how well it is structured. We cover the feed side in our Performance Max product feed optimization guide.
On the asset side, Google recommends a varied set of headlines, descriptions, images and videos that can be combined into different formats. The gap we see most often is video. Skip it and the system auto-generates videos from your images, which usually make the brand look cheaper than it is. Selling points that convert well in Turkey, such as installment payments, fast shipping and easy returns, belong in your headlines and descriptions if you offer them.
Where is your Performance Max budget actually going?
The channel performance report shows how Performance Max spreads spend across surfaces like Search, YouTube, Display, Discover, Gmail and Maps, and how each contributes to your goals. You will find it in the campaign's Insights and reports section.
The pattern to watch for: most of the spend lands on display and YouTube, while nearly all conversions come from ads using product data. You cannot bid by channel. You can still shift the mix indirectly by strengthening the feed, product-focused asset groups and the conversion signal. Managing channel mix together with the feed and asset groups is a core part of our performance marketing service.
In what order should you troubleshoot Performance Max?
Where to look first depends on the symptom:
| Symptom | Likely cause | First check |
|---|---|---|
| No impressions for 3 business days | Account, billing, policy or missing primary goal | Campaign diagnostics, asset status |
| Low spend, no sales | Target ROAS too high or budget too low | Actual ROAS over the last 30 days |
| Sales in the dashboard, not in the store | Duplicate conversions or brand traffic | Conversion settings, search term insights |
| High spend, no sales | Wrong primary conversion, weak feed | Primary conversion list, Merchant Center |
| Sudden drop after a good run | Major setting change, stock or pricing | Change history, Explanations panel |
Whatever the symptom, this order wastes the least time:
- Check account, billing and the campaign diagnostics screen for warnings.
- Confirm purchase is the only primary conversion and that value is sent consistently.
- Compare target ROAS with actual ROAS over the last 30 days.
- Filter brand and marketplace searches out of search term insights.
- Clean up disapproved and limited products in Merchant Center.
- Review the channel performance report to see where spend goes.
- After any change, give the campaign at least one to two weeks.
We see in our own accounts that automation alone is rarely enough. For one ecommerce brand, rebuilding the campaign architecture and pairing automation with manual optimization took purchases from 723 to 6,521 and ROAS from 3.13 to 9.30 in four months. The details are in the 800% more purchases case study.

Key takeaways
- Do not judge a new campaign for one to two weeks; zero impressions after three business days means a setup issue.
- Purchase should be the only primary conversion, counted once.
- Start target ROAS near actual ROAS and raise it gradually.
- Filter brand and marketplace searches with brand exclusions and negative keywords.
- Feed quality and your own video decide what Performance Max can show.
- Check the channel performance report regularly to see where spend goes.
