ETBİS registration: a guide for online stores in Turkey

What is ETBİS registration and who needs it?
ETBİS (Elektronik Ticaret Bilgi Sistemi, the Electronic Commerce Information System) is the Turkish Ministry of Trade's register of e-commerce businesses. If you sell to customers through your own website or mobile app in Turkey, you must register with ETBİS via the e-Devlet government portal before you start selling. Registration is free, and further notifications are due within 30 days.

The legal basis is Article 11 of Law No. 6563 on the Regulation of Electronic Commerce and the Communiqué on the Electronic Commerce Information System and Notification Obligations (Official Gazette, 11 August 2017, No. 30151). The Ministry describes the aim as making e-commerce businesses reachable and tracking e-commerce data reliably.
Who has to register with ETBİS?
Under Article 5 of the Communiqué, the following must register before starting activity:
- Service providers selling through their own e-commerce environment (website, mobile site or app),
- Intermediary service providers (marketplaces),
- Businesses established in Turkey that do not sell online domestically but sell through a marketplace established abroad.

What information do you need to register?
Article 5(2) of the Communiqué lists the registration data:
- Merchants (tacir): MERSİS number and tax ID,
- Tradespeople and craftsmen (esnaf): Turkish ID number and tax ID,
- The domain name and any mobile app used for selling.
According to the Ministry FAQ, merchants log in through the authorised representatives recorded in MERSİS (tradespeople through ESBİS), using their own e-Devlet credentials. Your MERSİS or ESBİS record therefore needs to be complete first. You can register more than one store under the same business.
What must you report within 30 days?
Registration alone is not enough. Article 6 requires registered businesses to report:
- A KEP address (Turkey's registered electronic mail, valid for official notices),
- The type of e-commerce (for example business to consumer),
- Other commercial activities,
- The types of goods and services sold,
- Payment methods and the banks, payment and e-money institutions used,
- Whether second-hand goods are sold,
- The shipping and logistics companies used,
- The e-commerce platform providers used,
- The country and address of databases holding personal and customer data,
- For own-store sellers, production and warehouse addresses.
Under Article 7, these are due within thirty days of registration. If you sell cross-border, you must report annual volume by country and payment method by the end of March each year. Changes must be reported within thirty days of the change, and closure within thirty days of ending activity.
A practical detail: under Article 6(4), your virtual POS details are verified through the Interbank Card Center (BKM) during notification. Whenever you change payment provider, add an ETBİS update to the checklist. If you outsource warehousing, the FAQ recommends selecting the "outsourced service" option in the warehouse section.
How do you register with ETBİS step by step?
- Check your MERSİS or ESBİS record. Authorised representative data must be current.
- Get a KEP address. The Ministry FAQ treats it as necessary to complete the application.
- Log in to ETBİS with e-Devlet. Article 8 requires notifications through the e-Devlet gateway.
- Enter business, domain and app details.
- Fill in payment, shipping, platform and database details. If you use Shopify, ikas or WooCommerce, select the provider; if it is missing, the FAQ suggests calling the Ministry's call center.
- Complete and check. Per the FAQ, if no red exclamation marks remain and no warning appears when you click "complete registration", it has gone through.
- Diarise updates. Payment, carrier or platform changes trigger the 30-day update window.

The QR code is gone. Is ETBİS registration gone too?
No. On 2 September 2025 the official ETBİS site announced that the ETBİS QR code application had been terminated. That announcement concerns the QR badge that stores displayed. The Communiqué setting out registration and notification duties still appears in force on mevzuat.gov.tr. Removing the old QR code from your footer does not remove your obligation. What happens if you do not register?
The Ministry FAQ states that real persons and private legal entities that fail to meet ETBİS registration and notification duties face an administrative fine under Article 12 of Law No. 6563. Monetary amounts in the law are updated periodically, so check the current range on the Ministry's FAQ page.
Registration is also only one part of compliance. Article 5 of the Regulation on E-Commerce Intermediary Service Providers and E-Commerce Service Providers requires own-store sellers to show, under a "contact" heading reachable directly from the homepage, their trade name, MERSİS number, head office address, KEP address, email and phone number. Updating that section on the same day you register is a good habit.
Do you need to report sales to ETBİS every month?
According to the Ministry FAQ, own-store sellers have no monthly sales reporting duty. Monthly statistical reporting applies to banks, payment and e-money institutions, carriers, platform providers and marketplaces. Your job is to keep your data current within 30 days of any change and, if you sell cross-border, to report annual volume by the end of March.

Frequently asked questions
Does ETBİS registration cost anything?
No. According to the Turkish Ministry of Trade's FAQ, ETBİS registration requires no documents and no fee. Everything is done electronically through e-Devlet. You only need a complete MERSİS or ESBİS record and a KEP address (Turkey's registered electronic mail) before you start.
I only sell on Turkish marketplaces. Do I need ETBİS?

When should I register?

Can foreign brands register with ETBİS?
The ETBİS website offers a separate login for foreign national authorised persons, but the registration rules in the Communiqué are written around Turkish identifiers such as MERSİS and tax ID numbers. Foreign brands selling into Turkey should confirm their status with a Turkish lawyer before launching a local store.
